Feasibility Study of Carbon Trading in China

Topic description: Carbon-emission trading is a form of emissions trading that specifically targets carbon dioxide (calculated in tonnes of carbon dioxide equivalent or tCO2e) and it currently constitutes the bulk of emissions trading. The carbon trading concept is advocated in the recent proposed 12th Five- Year Plan in China. This project will examine the engineering and management model of carbon trading mechanisms adopted in the EU and the USA, and evaluate its potential applicability to the Chinese market. The project involves the evaluation of the regulated and unregulated energy-intensive sectors in China (such as the power industry, oil and gas industry, transportation, cement production, mining and natural resources, forestry and agriculture and built environment), development of models and protocols for measuring emission, verification, control, enforcement and compliance development. Engineering modelling will be developed to simulate the influences of carbon trading in China and how it influences the Greenhouse Gas Emission in different regions in China. The proposed economic development of China as proposed in the 12th Five-Year Plan will be examined, scenarios for various trading and developmental schemes will be examined, and optimum trading mechanisms will be analysed. The strengths and weaknesses of the existing EU Emission Trading Scheme, and the carbon markets of the USA and Australia will be evaluated for reference to the potential development of carbon trading market in China.
